Got some great replies to my question and the author also mentions it later. They call it the tilling trade-off.

As mentioned at the start of this chapter, tilling is a destructive process in many ways, but for some cover crops, tilling them under is the best way to ensure they're killed and won't resprout. Tilling also incorporates the cover crop residue into the soil where it can decompose, release nutrients and provide food for soil microbes further down in the soil profile.

Earlier, the book mentioned the benefits of soil that has not been disturbed. Is there a way to turn cover crops into the soil without tilling or otherwise disturbing the topsoil? Chop them down and add compost for example?

reading tofu stopped reading Bullshit Jobs by David Graeber
Was looking forward to read this for years but apparently it's not for me. Took me forever to read the first 1/4 but it's pretty boring somehow. Maybe I'm missing something but I'm likely not going to find out. The general idea of bs jobs is interesting and it had some insightful quotes from people in such jobs but the detailed categorization seems unnecessary to me.
